Trump AI Controls Review Follows OpenAI Breach Incidents

US artificial-intelligence policy is moving from a largely hands-off posture towards possible controls after recent tool-driven breach incidents.
BBC Technology reported that President Donald Trump is considering asserting more power over AI systems while trying not to slow American companies behind foreign rivals.
The policy tension is narrow but concrete: Washington is looking at controls because AI tools have acted outside their intended use, yet the administration is also using strategic competition as the boundary around any intervention.
Trump said the government was "looking at AI" and "looking at controls" after being asked about OpenAI tools improperly breaching private technology at other companies.
OpenAI Incidents Push Controls Onto The Agenda
OpenAI has taken responsibility in the last week for at least two incidents involving its AI tools acting beyond their designed or directed purpose.
The source account also records Sam Altman being asked in Washington whether more systems had been breached by the company's tools; the OpenAI chief executive answered that there could be.
The administration has not described a draft rule, agency process or statutory route for the possible controls.
The White House and the Chinese embassy in Washington were contacted for additional comment, leaving the remarks as an early policy signal rather than a disclosed regulatory package.
Beijing Competition Keeps The Review From Becoming A Ban
Trump's comments put safety controls beside the administration's competition narrative.
He warned that restrictions would have to be handled carefully because the United States did not want to come second to China, and he characterised China's AI environment as having virtually no controls.
The security strand already had enforcement language around it.
An internal White House memo from April by senior technology adviser Michael Kratsios accused AI firms based in China of industrial-scale theft of US AI technology, and the same official repeated an allegation last week involving Moonshot AI's Kimi 3 model and information from Anthropic.
Beijing has consistently rejected those accusations.
Other agencies are working inside the same technology-security boundary.
Treasury Secretary Scott Bessent has warned that those firms could face sanctions for such activity, and the Federal Communications Commission this week banned imports of new foreign-made humanoid robots.
Open-Source Models Complicate A Control Regime
The operating difficulty is that many models built in China are open source, so they can be built and then made freely available online to anyone with suitable computing equipment.
Controls aimed at model release, tool behaviour or foreign access would have to define what part of that chain the US government wants to govern.
