White House Presses PJM Grid Reform As AI Power Demand Rises
The White House warned PJM Interconnection to reform its board governance and stakeholder process as AI data centres and other large loads intensify disputes over grid reliability, electricity prices and infrastructure cost allocation.
Rising AI electricity demand is turning PJM Interconnection’s governance into a federal grid-policy fight, with the White House warning the largest US grid operator to reform its board and stakeholder process, Data Center Knowledge reported.
The dispute extends beyond who sits on PJM’s board.
It also tests whether the grid operator can move fast enough on generation, interconnection queues, capacity-market costs and large-load contributions while AI data centres, cloud providers and industrial customers ask for unprecedented amounts of power.
White House Warning Targets PJM Governance
A White House statement says PJM failed to implement a bipartisan Statement of Principles given to the grid operator in January, despite support from all 13 governors in the region.
The administration urged PJM and its member companies to reform the stakeholder process, reform board governance and implement the January principles.
An administration official characterised PJM as one of the only US regional grids governed by a board controlled by companies that profit under rules written by that board.
The official contrasted that structure with other regional grids that use independent boards.
PJM rejected the criticism.
The grid operator said it has worked with stakeholders, the White House Energy Dominance Council and governors across the 13-state region, and that its board would act soon on backstop procurement while staying within the administration’s previously recommended timeframe.
FERC Conference Adds A Regulatory Forum
The timing puts the dispute in front of the Federal Energy Regulatory Commission.
A FERC technical conference is scheduled to examine PJM’s governance and stakeholder process, including board governance, stakeholder voting, decision-making and whether current procedures let the operator respond quickly enough to reliability and market challenges.
The conference agenda calls for concrete, actionable reforms.
Peter Lake, a senior White House power official within the National Energy Dominance Council, is due to open the session, giving the administration a direct role in a proceeding that focuses on PJM’s institutional design rather than a single power project.
Neil Osnato, founder of Persistence Analytics Group, separated the governance question from the demand-planning problem.
His warning leaves PJM reform tied to an evidence standard for demand forecasts before billions of dollars are committed to electricity demand that may shrink, relocate or never materialise.
AI Loads Put Cost Allocation Under Pressure
The governance argument has become more urgent because large new loads are changing the grid-planning baseline.
AI data centres and cloud platforms are adding requests for electricity at a scale that affects interconnection queues, transmission expansion and capacity-market costs.
