Bill Gates has moved from AI optimism toward a public call for labor protections, dedicated government bodies and a global risk institution, The Verge reported after reviewing his nearly 6,000-word essay on what he called a turbulent AI era.
The essay marks a sharper public position from the Microsoft cofounder than his 2023 writing on artificial intelligence.
Gates now frames the technology as a governance problem moving faster than institutions built around separate tax, labor, health, national-security and education systems.
The strongest warning is about distribution.
Gates described AI as either a historic equalizer or a severe source of injustice, and he placed the transition among the most turbulent periods in human history.
He also wrote that he would likely support a credible global plan to slow AI advances.
Labor policy carries the most concrete proposals.
Gates warned that many white- and blue-collar jobs could disappear permanently, then proposed taxes on AI tokens and robots to discourage direct replacement of human workers and fund social support.
He also raised the idea of reserving some jobs for people under a “Human Reserved” category, making employment protection a named part of the AI policy design rather than a general social concern.
The governance layer is broader than employment.
Gates called for countries to create bodies that can set priorities across government agencies because AI risk does not sit inside one ministry or regulator.
At the international level, he urged work on an organization for cross-border risks, with possible inspiration from nuclear, aviation and ozone-layer agreements.
The proposal remains incomplete on execution.
Gates acknowledged that any global framework would need US-China cooperation but did not outline a mechanism for securing it, and the essay did not define the specific cross-border risks the institution would manage.
His immediate commitment is personal advocacy: raising AI and equity with lawmakers in Washington and world leaders while using the Gates Foundation’s work as part of the policy agenda.
