Binance Adds HTX To Russia-Sanctions Transaction Block

Binance will block transactions involving HTX and 10 additional crypto platforms from August 23 under European Union Russia-sanctions controls, The Block reported, extending a compliance screen from smaller exchanges to a major centralized trading venue.
The exchange had already cut off Shelbit and Aban Tether Exchange on August 7, followed by A7 Nigeria, A7 Africa and PilotFinance Ltd. on August 13.
From August 23, HTX, also known as Huobi Global SA, and EXMO Ltd. join a wider block that also names BitPapa, Monease, Tradex, NoOnecrypto, WhiteBird, ABCeX, Aifory Pro, Rapira and Exnode/Exnode Pay.
August 23 Cutoff Adds HTX
Binance framed the restrictions as a jurisdictional compliance obligation, linking the blocks to the regulatory requirements in the markets where it operates and to the security of user assets.
The operational effect is direct for users.
Transfers through Binance that involve any of the 16 named entities after the relevant cutoff date can trigger a compliance review, and that review may lead to wallet restrictions.
The rule therefore moves sanctions exposure from a back-office screening issue into the transaction path for customers trying to send funds to, or receive funds from, the listed platforms.
EU List Drives Exchange Controls
HTX entered the EU sanctions regime in July over allegations that it helped Russia circumvent restrictions.
The EU case included services tied to A7 Limited Liability Company, a cross-border payments firm with Russia links.
A7 Nigeria and A7 Africa appear connected to that same sanctions trail.
Nearly every Binance-blocked firm other than Shelbit and Aban also appears on the EU's updated sanctions list.
EU authorities accused the named entities of frustrating measures tied to Russia's invasion of Ukraine, while the U.S. Treasury Department sanctioned Shelbit and Aban over alleged Iran-linked money laundering and sanctions evasion.
The United Kingdom separately sanctioned HTX earlier this year over alleged Russia connections and unlawful financial promotions.
TRM Labs has claimed that the exchange rotated hot wallets and funding addresses to evade those restrictions, making wallet-level monitoring part of the enforcement problem rather than just a named-entity check.
HTX's inclusion changes the scale of the block because the exchange is a significant global centralized platform, not only a low-volume venue.
For compliance teams at exchanges and payment processors, the Binance notice shows how sanctions lists can become counterparty blocks inside consumer transaction flows rather than only institutional risk flags.
A user does not need direct exposure to a sanctioned issuer for a transfer to be interrupted; the routing path through a named platform is enough to send the transaction into review.
Binance users now have to treat the named cutoff dates and sanctioned counterparties as routing limits before initiating transfers, because a completed sanctions match can restrict the wallet used for the transaction.
